NCPSO/CWA National Training and Leadership Conference

 NCPSO/CWA is committed to training public safety labor leaders on current professional issues. At our 7th annual national Training and Leadership Conference, the program will focus on two current issues that are always in the forefront of the public safety labor movement: labor law and politics. Nationally recognized speakers will provde updates and vital information on each of these topics.

Mark Makler, partner with the Portland, Oregon law firm of Garrettson, Goldberg, Fenrich, and Makler will cover public safety labor law trends over the past few years, including both court and administrative decisions, and new legislation. Mr. Makler represents many public safety labor organizations in the Northwest, and is well known across the country for lecturing on such issues as deadly force response, labor law principles, internal affairs investigations, misconduct, and officers rights.

Michael Shannon, an award winning political consultant from Washington, D.C. will discuss how to run an effective political action program and look at specific public safety political campaigns that he has worked on.  Mr. Shannon is a frequent lecturer at political seminars, consults with organizations throughout the world, and is one of the co-authors of the acclaimed book Police Association Power, Politics, and Confrontation: A Guide for the Successful Police Labor Leader (Charles C. Thomas, 1998).

Following each featured speaker, a panel will discuss issues specific to the topic. One panel will discuss union representational issues and pending national legislation. The other panel will discuss specific political campaigns that their unions have been involved in.

The NCPSO/CWA national leadership meeting and working lunch will review organizing efforts, national legislation, and membership services. All attendees are invited, irrespective of their affiliation.
